Het debat rond inclusie is weer losgebarsten sinds de open brief van William Boeva over ‘Down the Road en de Pano-reportage over ‘Het inclusieve onderwijs’. STAN volgt dit debat op de voet en laat hier verschillende stemmen horen.

'Bekijk niet het systeem maar de individuele noden van een leerling'
Sinds 1976 ben ik actief bij mensen met een verstandelijke handicap. Eerst als vrijwilliger op vakanties, vervolgens in de welzijnssector als opvoeder en orthopedagoog, en de jongste 17 jaar werk ik als leerkracht in het BuSO. In al die jaren heb ik kennis mogen maken met heel veel mensen met een verstandelijke handicap en hun familiaal netwerk. Ik denk dus dat ik met recht en reden een genuanceerde mening kan geven.
Het het niet zo genuanceerde debat over inclusie en inclusief onderwijs, willen sommigen alle kinderen en jongeren in dezelfde scholen en zelfs in dezelfde klassen, koste wat kost. Met die ‘kost’ bedoel ik niet enkel het financiële. Men gaat voorbij aan de eerste en meest fundamentele vraag: wat zijn die bijzondere, specifieke onderwijsbehoeften van dit kind, deze jongere? Daarna pas de vraag: hoe en waar kunnen we best tegemoet komen aan die noden? En dan pas kan men per kind/jongere zeggen in welke school die persoon best kan zitten.
Eigenlijk begint alles met de begripsverwarring die al zo lang over inclusie bestaat. De meeste mensen zullen inclusie definiëren als ‘alles voor iedereen zo gewoon mogelijk, allemaal hetzelfde onderwijs, dezelfde ontspanningsclubs, dezelfde algemene hulpverlening’... Vanuit dat oogpunt is een programma als ‘Down the Road’ inderdaad geen inclusie. Het zijn 6 personen met Down die ‘onder begeleiding’ van twee niet-Downers een reis maken. Allicht wel de reis van hun leven, maar niet inclusief.
Maar je kan inclusie ook definiëren als ‘iedereen die een eigen en gewaardeerde plaats in de samenleving krijgt’. In ‘Down the Road’ zijn deze mensen het middelpunt van het programma. Als je op deze manier naar het - door veel kijkers gewaardeerde - programma kijkt, is het wel inclusief.
In een interview met ‘De Zondag’ zei William Boeva een stem te willen zijn voor mensen met een beperking. Wees dan de stem van álle mensen met een handicap, mijnheer Boeva, ook van degenen die in gelijk welk ‘gewoon’ circuit niet aan bod komen: denk aan de mensen die wél nood hebben aan speciale, aparte ondersteuning, in sport, in begeleiding etc. Denk aan de mensen die wél nood hebben aan buitengewoon ‘gesegregeerd’ onderwijs, want daar leren zij op hun manier deel te nemen aan de maatschappij.
Nu kijk ik specifiek naar het BuSO voor leerlingen met een matige tot ernstige verstandelijke handicap. In welke andere school zouden zij kunnen leren om zich veilig in het verkeer te begeven? Of leren om deeltaken te leren uitvoeren bij het maken van een maaltijd? In welke ander onderwijs zouden zij tot hun 20 jaar kunnen blijven oefenen om woordjes met één lettergreep te leren lezen of herkennen?
Moet dat in aparte scholen? Of kan het op een school zoals we die zagen in Portugal? We zagen in Pano de mooie kanten van het Portugees verhaal. Ik zou ook wel de problemen eens willen zien en horen eer ik me daar een oordeel kan over vormen. Zouden onze allerzwakste leerlingen daar ook terecht kunnen? Of maken we die allemaal niet-schoolgaand? Hoeveel gedragsproblemen bij een leerling kan zo’n school, kunnen de medeleerlingen aan?
Bekijk niet het systeem maar de individuele noden van een leerling.
