Inclusief onderwijs staat nadrukkelijk op de Vlaamse beleidsagenda. Met het Perspectiefplan 2040 wil de overheid toewerken naar een onderwijssysteem waarin leerlingen met en zonder beperking samen naar school gaan. Die ambitie roept echter fundamentele vragen op: waarom is deze omslag nodig, waarom nu, en vooral - hoe maken we die waar? Tijdens een webinar van STAN gingen twee experten in op die vragen: AP Hogeschool-docent Beno Schraepen en Raissa De Visch van Ouders voor Inclusie. Dit is het verslag.
Beno Schraepen - Op weg naar scholen voor iedereen
Beno benadrukt dat hij spreekt vanuit zijn ervaring in de Commissie Inclusief Onderwijs en in de eerste plaats een beleidsverhaal wil brengen. “De commissie werkte een jaar lang met mensen uit verschillende hoeken van het onderwijs en de academische wereld. Ondanks uiteenlopende visies waren we het snel eens over één doel: we moeten evolueren naar scholen voor iedereen. De vraag is dus niet langer of, maar vooral hoe we dat realiseren.”
Volgens Beno markeert dit een belangrijk kantelpunt. Waar het debat vroeger ging over de wenselijkheid van inclusie, verschuift de focus vandaag naar de concrete uitwerking ervan. Het gaat daarbij niet om losse maatregelen, maar om een fundamentele herdenking van hoe het onderwijs georganiseerd is.
Inclusief onderwijs vraagt met andere woorden een systeemverandering. De kernvraag is welke voorwaarden nodig zijn zodat scholen inclusief kunnen werken, leerlingen de nodige ondersteuning krijgen en leerkrachten er niet alleen voor staan. Dat betekent ook dat inclusie niet langer iets bijkomend is, maar het uitgangspunt van het systeem zelf moet worden.
Inclusief onderwijs als internationale norm
De vraag waarom we hier vandaag pas echt werk van maken, is volgens Beno terecht. Internationaal is inclusief onderwijs al lang de norm. Hij verwijst naar de Salamanca-verklaring van 1994 en het VN-verdrag inzake de Rechten van Personen met een Handicap, dat België in 2009 ratificeerde. Dat verdrag verplicht staten om een inclusief onderwijssysteem te waarborgen.
Vandaag, vele jaren later, staat Vlaanderen nog maar aan het begin van die transitie. Dat maakt duidelijk dat het niet om een nieuwe trend gaat, maar om een achterstand die moet worden ingehaald. Beno: “Het is een grondrecht, dus we moeten het organiseren.”
Ook in de Belgische Grondwet werd het recht op inclusie en redelijke aanpassingen verankerd. Daarmee is de discussie over het waarom in feite afgesloten. De opdracht ligt nu volledig bij het hoe: hoe vertalen we deze rechten naar een werkbare realiteit in scholen?
De realiteit: een gesegregeerd systeem
Vandaag bestaat ons onderwijs nog steeds uit twee gescheiden pijlers, die weinig met elkaar verbonden zijn. Leerlingen met en zonder beperking groeien daardoor grotendeels apart op, met gevolgen voor zowel hun ontwikkeling als voor de samenleving als geheel.
Dit systeem ontstond in de jaren zeventig en werd toen als vooruitgang beschouwd, omdat het inspeelde op specifieke noden. Vandaag botst het echter op zijn grenzen en hinkt Vlaanderen internationaal achterop.
Het buitengewoon onderwijs blijft groeien, terwijl onderzoek aantoont dat instroom vaak samenhangt met kansarmoede. Tegelijk staat de effectiviteit onder druk: de doorstroom naar arbeid en hoger onderwijs is beperkt en ook de schooluitval stijgt, zelfs binnen het buitengewoon onderwijs.
Volgens Beno wijst dit op een structureel probleem. “We hebben uitsluiting genormaliseerd en vertrekken sterk vanuit een norm. Afwijkingen worden verklaard via diagnoses, wat het stoornisdenken versterkt. Ons onderwijs is daardoor eerder een motor van segregatie dan van inclusie.”
Die manier van denken heeft niet alleen impact op individuele leerlingen, maar ook op hoe we als samenleving omgaan met diversiteit. Door verschillen te medicaliseren en te organiseren in aparte systemen, wordt inclusie bemoeilijkt in plaats van gestimuleerd.
Tegelijk toont onderzoek aan dat inclusie werkt. Leerlingen presteren beter, ontwikkelen sterkere sociale vaardigheden en hebben meer kansen op lange termijn. Ook klasgenoten zonder beperking profiteren mee. Inclusie is dus geen nicheverhaal, maar relevant voor iedereen in het onderwijs

Het beleid zet stappen via proefprojecten en pioniersscholen, met als doel te evolueren naar één onderwijssysteem waarin expertise wordt samengebracht. Dat betekent onder meer:

- ondersteuning die niet afhankelijk is van diagnoses
- nauwere samenwerking met ouders en welzijn
De bedoeling is dat expertise uit het buitengewoon onderwijs niet verdwijnt, maar anders wordt ingezet: dichter bij de leerling, en geïntegreerd in het reguliere systeem.
Het einddoel is dat elke leerling naar een school in de buurt kan gaan en daar maximaal kan participeren. Inclusie gaat dus verder dan aanwezigheid alleen; het gaat om echte deelname aan het klas- en schoolleven.
Tegelijk blijft dit een proces dat tijd, samenwerking en engagement vraagt. Beleidsmaatregelen alleen volstaan niet: inclusie moet ook in de praktijk gedragen en waargemaakt worden door scholen, leerkrachten en partners.

Raissa De Visch van Ouders voor Inclusie: het perspectief van ouders
Raissa De Visch, die Joanne Uvin vervangt, brengt het perspectief van ouders binnen. Raissa onderstreept het belang van samenwerking: “Ouders zijn experten van hun kind en moeten als gelijkwaardige partners betrokken worden. Vandaag is dat nog te weinig het geval. We willen een horizontale samenwerking tussen school en ouders.”
Tegelijk leeft er bezorgdheid over de beperkte rol van ouders in toekomstige plannen. Ondersteuning moet beschikbaar zijn, maar inspraak blijft essentieel. Ook de samenwerking met welzijn moet sterker, zodat ondersteuning niet versnipperd raakt.
Inclusie betekent bovendien dat kinderen volwaardig deelnemen aan de klasgroep. Dat vraagt aanpassingen, maar ook hoge verwachtingen op maat van elk kind.

Daarnaast is professionalisering cruciaal. Leerkrachten moeten zich voldoende ondersteund en bekwaam voelen om inclusief onderwijs te realiseren, en samenwerking met ouders moet daarin een duidelijke plaats krijgen.
