Het concept voor het decreet Leersteun werd op 8 juli goedgekeurd door de Vlaamse regering. Doel is de gebreken van het M-decreet recht te trekken. Stafmedewerker Lies van Urk geeft toelichting en formuleert het standpunt van STAN.
‘De juiste ondersteuning voor elke leerling in Vlaanderen’, dat was de doelstelling van het M-decreet. Helaas bleek dit in de praktijk niet haalbaar. Het nieuwe decreet Leersteun, dat het M-decreet zal vervangen, moet de ondersteuning eenvoudiger, duidelijker en doeltreffender maken. Het concept werd door de Vlaamse regering goedgekeurd maar is nog voor verandering, en verbetering, vatbaar.
Wat zijn de (nieuwe) plannen van het decreet Leersteun?
1. De leerlingbegeleiding moet versterkt worden
Om de juiste zorg te kunnen bieden aan leerlingen met specifieke onderwijsbehoeften is een doeltreffend beleid rond leerlingbegeleiding nodig.
Leerkrachten hebben daarvoor (extra) vorming en bijscholing nodig. Daarnaast worden de pedagogische begeleidingsdiensten en centra voor leerlingbegeleiding (CLB's) meer betrokken bij een kwaliteitsvolle leerlingbegeleiding.
De onderwijsinspectie zal de kwaliteit van de leerlingbegeleiding in het oog houden en zo nodig een begeleidingstraject opleggen aan scholen of centra voor leerlingbegeleiding.
2. Leersteuncentra in plaats van ondersteuningsnetwerken
De huidige ondersteuningsnetwerken veranderen in leersteuncentra. Er worden 36 leersteuncentra erkend, die een vast aanspreekpunt moeten zijn voor ouders en scholen. Dit kan een zelfstandige afdeling van een school voor buitengewoon onderwijs zijn of een zelfstandige instelling opgericht door minstens één of meer huidige schoolbesturen.
De school voor gewoon onderwijs kiest zelf bij welk leersteuncentrum ze zich aansluit. Alle leersteun komt uit één spoor, in principe biedt elk leersteuncentrum ondersteuning aan alle onderwijstypes 1-9. Het uitwisselen van onderlinge expertise tussen de centra is mogelijk.
3. Kwaliteit van de ondersteuning beter kaderen
Het is belangrijk dat de gegeven ondersteuning kwaliteitsvol is, maar hoe dat er precies uit moet zien, is nog niet helemaal duidelijk, iedereen heeft zo zijn eigen visie. Daarom zal men een referentiekader opstellen, waarmee een gezamenlijke taal en visie wordt gestimuleerd. De onderwijsinspectie kan aan de hand daarvan toezicht houden op de kwaliteit van de leersteuncentra .
4. Leerlingen weigeren wordt mogelijk
In principe volgen alle leerlingen het gewone onderwijs, zowel leerlingen die heel goed tot uitzonderlijk goed kunnen leren als leerlingen met een beperking. Voor beide groepen komt er meer aandacht, maar bij de laatste groep is er wel een kanttekening. Wanneer zij het gemeenschappelijke curriculum niet kunnen volgen, kunnen scholen deze leerlingen weigeren, tenzij in overleg met de ouders gekozen wordt voor een aangepast traject.
5. De plaats van het buitengewoon onderwijs
De scholen voor buitengewoon onderwijs behouden hun volwaardige plaats in het onderwijslandschap. Men gaat ervan uit dat voor een beperkt aantal leerlingen een meer doorgedreven ondersteuning nodig is/blijft in een aangepaste omgeving. De school voor buitengewoon onderwijs heeft actief contact met het gewoon onderwijs, waar mogelijk met het oog op terugkeer naar gewoon onderwijs. De onderwijsdoelen van buitengewoon en gewoon onderwijs zullen meer op elkaar afgestemd worden.
De handicap specifieke expertise binnen het buitengewoon onderwijs zal beter worden benut. Er zal meer samengewerkt worden tussen buitengewoon en gewoon onderwijs. Leerlingen zouden bijvoorbeeld deeltijds onderwijs kunnen volgen in beide vormen.
Wat is het standpunt van STAN?
STAN is voorstander van onderwijs op maat van elke leerling en staat dan ook achter dit principe van het decreet Leersteun. Er worden stappen in de goede richting gezet voor kwalitatief betere ondersteuning binnen het gewone onderwijs voor leerlingen met specifieke onderwijsbehoeften.
We zetten wel onze vraagtekens bij de verwijzing naar de rol van het buitengewoon onderwijs. Hoe zal dat er concreet uitzien? Hoe zal de samenwerking tussen gewoon en buitengewoon onderwijs verlopen?
Momenteel zien we sommige leerlingen inderdaad beter floreren in het buitengewoon onderwijs, we horen dit ook van ouders in onze achterban. Willen we daarmee zeggen, dat de situatie moet blijven zoals die is? Nee, want ook wij streven naar inclusief onderwijs (met in ons achterhoofd het VN-verdrag voor gelijke kansen van personen met een handicap), waar iedere leerling kwalitatief onderwijs op maat kan volgen in de eigen omgeving, waar leerlingen met en zonder beperking samen naar school gaan.
De weg om dit te bereiken is evenwel lang en kent vele obstakels. De meningen over inclusie zijn namelijk niet overal hetzelfde, de mentaliteit in de samenleving is (nog) niet gericht op inclusie en vraagt om verandering. Daarnaast is het niet zomaar mogelijk om het onderwijs, zoals het nu is georganiseerd, zomaar eventjes om te turnen.
Vanuit de geschiedenis van STAN weten we echter, dat denken in mogelijkheden nieuwe initiatieven schept. Opkomen voor de rechten van onze kinderen met een verstandelijke handicap is altijd de motor geweest om op de bres te gaan staan, verandering teweeg te brengen. Dokter Renée Portray gaf in 1959 het voorbeeld en wij volgen dat nog steeds.
Vanuit STAN nemen we dan ook deel aan verschillende overlegorganen om de stem te laten horen van onze achterban. Eén daarvan is NOOZO, Vlaamse Adviesraad Handicap die mee advies geeft over het nieuwe decreet Leersteun. De bedoeling is dat het decreet in het schooljaar 2023-2024 in werking treedt.
