Budgetgarantie: hulp in tijden van financiële onzekerheid

Zoals jullie allemaal hebben ervaren, hebben de maatregelen die de overheid heeft genomen om de Corona-crisis te bestrijden een grote invloed gehad op de manier waarop jullie de zorg, ondersteuning en assistentie moesten regelen. Opeens verbleef jullie zoon of dochter met een handicap thuis, 24 uur per dag, of vielen er persoonlijk assistenten uit en moesten jullie halsoverkop op zoek naar vervanging. Of jullie zoon of dochter werd opeens voltijds opgevangen in een voorziening. Dit zorgde voor veel hoofdbrekens en vragen, ook wat betreft financiën.

De Vlaamse regering wil nu een inspanning doen om de financiële onzekerheid weg te nemen bij organisaties en personen met een handicap die een budget hebben. Hiervoor is een besluit opgesteld. Dit besluit geldt voor:

  • Voorzieningen voor personen met een handicap,
  • Personen met een handicap die ondersteuning hebben van het Vlaams Agentschap voor Personen met een Handicap (VAPH).

 

Wat staat er in het besluit?

  • Voor personen met een handicap die tijdens de Corona-crisis voltijds worden opgevangen in een voorziening zullen er geen meerkosten zijn.
  • Voor personen met een handicap die tijdens de Corona-crisis thuis verblijven in plaats van in de voorziening wordt er een tegemoetkoming voorzien.
  • Voor personen met een handicap die extra kosten hebben tijdens de Corona-crisis omdat hun zorgaanbieder, assistent of begeleider is uit gevallen, wordt er een tegemoetkoming voorzien.

 

Wat betekent dit concreet?

  1. Heb je een overeenkomst met vergunde zorgaanbieder (in het kader van een PVB)?

 

Dan blijft deze doorlopen. Je houdt je aan de gemaakte afspraken. Dit geldt ook voor overeenkomsten voor kortverblijf (PAB) of overeenkomsten met een MFC.

  • Dit kan betekenen dat je betaalt voor zorg, waar je tijdens de crisis geen gebruik van maakt of kunt maken. Ofwel, dat je extra ondersteuning krijgt van de voorziening, maar daarvoor niet hoeft te betalen (want het staat niet in de overeenkomst). Op deze manier wil de regering ervoor zorgen, dat het personeel van een voorziening blijvend ingezet kan worden.

 

  1. Maak je thuis extra kosten om zorg en ondersteuning te organiseren en ben je houder van een PAB of PVB-budget?

 

Dan kun je een vergoeding krijgen, als je budget onvoldoende is. In dat geval mag je je jaarbudget overschrijden met maximaal 8.5%, op voorwaarde dat je de overeenkomsten en kosten indient bij het VAPH.

  • Dit geldt alleen voor cashovereenkomsten voor één-op-één zorg en ondersteuning voor de persoon met een handicap of voor overeenkomsten met een dienst (bv. thuiszorg).

 

  1. Verblijf je voltijds in een voorziening tijdens de Corona-crisis?

 

Je hoeft niet te betalen voor de extra zorg die wordt geleverd. Je komt niet in aanmerking voor het overschrijden van je budget.

 

Belangrijk! De maatregelen zijn alleen van toepassing op de periode van de Corona-crisis. De minister bepaalt de start- en einddatum die daarvoor gebruikt zullen worden.

Wanneer het besluit is goed gekeurd door de regering zal het VAPH de maatregelen uitvoeren. In deze brief van het VAPH vind je voorbeelden van situaties en wat te doen in dat geval.
