Vanuit STAN bereiken ons meer en meer signalen van machteloze ouders die de voorziening van hun kind met een handicap terug in volledige lockdown zien gaan, zonder bezoekrecht en zonder enig perspectief.
We zijn in de war, want we hadden nochtans begrepen dat de overheid alles op alles zou zetten om dat te vermijden.
• Onze minister Wouter Beke beweerde in de pers dat de voorzieningen (in zowel ouderenzorg als gehandicaptenzorg) niet meer op slot zouden gaan en dat bezoek mogelijk zou blijven.
• Het advies van 27 oktober van het Raadgevend Comité bij het VAPH, dat is het belangrijkste adviesorgaan dat bestaat uit vertegenwoordigers van het beleidsveld, luidde dat ‘Voorzieningen steeds bezoek mogelijk zouden moeten maken’.
• We lazen op de website van het VAPH (Vlaamse Administratie Personen met een Handicap) dat: ‘In geval er een uitbraak in uw voorziening, kan u minimaal 1 bezoeker per week ontvangen (die bezoeker kan wisselen conform de federale richtlijnen) behalve wanneer uzelf besmet bent met COVID-19 of als er voor u nog lopende quarantainemaatregelen zijn. Zeer uitzonderlijk en beperkt in de tijd kan een bezoekverbod gelden, bijvoorbeeld om de bezoekregeling bij te stellen.’
We vernamen ook dat van voorzieningen verwacht wordt dat de overeenkomsten terug volledig van kracht zijn (wat niet zo was in de eerste lockdown), dat maatregelen verplicht moeten besproken worden met het collectief overleg en dat aan alternatieve dienstverlening moet worden gedacht.
Bezoekrecht?
Tot zover wat we weten over de voorbereidingen van een tweede golf. Die kwam, zag en overwon.
Een getuigenis: “Onze zoon is weer eens plots voor het blok gezet om niet meer thuis te komen bij zijn ouders. Hij heeft daar vorige keer enorm onder geleden, zodanig dat hij plots een paar weken geleden zei: ‘Mama, ze gaan toch nooit meer zeggen dat ik niet meer bij jullie mag komen?’. Dit is geen alleenstaand geval, we hoorden over voorzieningen die ouders en kinderen voor weken van mekaar scheiden. Hoewel het bezoekrecht zwart op wit op papier staat, moeten de ouders weken wachten op groen licht om hun zoon/dochter een half uur te bezoeken.
Andere voorzieningen stellen mantelzorgers voor de keuze om hun kind een hele periode thuis dan wel een maand in de voorziening te laten. Of ze verwachten een minimaal aantal nachten verblijf. Ouders moeten smeken om hun kind eventjes via Skype te zien. Vaak is er ook geen inspraak van het Collectief Overleg. Voor alle duidelijkheid, we erkennen vanuit STAN de ontzettend moeilijke afwegingen waar zorgaanbieders voor staan en hebben begrip voor de moeilijkheden die dat met zich meebrengt. We willen ook altijd de goede dingen blijven zien die voorzieningen mogelijk blijven maken.
We vragen ons echter af hoe het zit met de bescherming van personen met een handicap vanuit de overheid? Welke initiatieven worden er genomen om de voorzieningen aan te sporen, zoniet te verplichten om bezoek mogelijk te blijven maken? Ik kan me niet van de indruk ontdoen dat de overheid niet voorbereid was op een tweede golf en het bezoekrecht niet voldoende heeft uitgewerkt, waardoor het nu chaos alom is.
Op de website van het VAPH lees ik dat we nu in situatie 3 zitten. Hoe komt het echter dat de bezoekregeling zoveel vaagheid bevat, waardoor de zorgaanbieder dit zelf kan interpreteren. Ik verwijs naar een eerdere zin: ‘Zeer uitzonderlijk en beperkt in de tijd kan een bezoekverbod gelden, bijvoorbeeld om de bezoekregeling bij te stellen.’
Wat is beperkt in de tijd? Wat is uitzonderlijk? Begrijpt iemand het genoemde voorbeeld? Kan iemand bij de overheid ons een antwoord geven? Wat voor zin heeft het om iets op te leggen wanneer je niets doet als men zich niet aan de afspraken houdt?

Het wordt voor vele zorggezinnen een heel eenzame en trieste Kerst. Ik krijg opnieuw het gevoel dat personen met een handicap niet als 'volwaardig' gezien worden. We snakken echt naar de noodzakelijke erkenning. Het warme Vlaanderen laat ons terug ijskoud in de steek. Het enige waar we nog verder energie uit kunnen halen is de knuffel van ons kind. En gelukkig is er ook nog het medeleven van hun fantastische begeleiders.
