'Daar roert wat in de DOP-pap': eigenlijk dekt de vlag van de titel de lading niet helemaal. Blijkbaar zijn er turbulenties in het labyrint van de weg naar een PVB. En dat geldt meer bepaald bij de eerste stappen die moeten genomen worden: de vraagverheldering en het opstellen van een OP.[1]
Logische evolutie
Er wordt vastgesteld dat meer mensen voor hun OP naar een DMW van een mutualiteit gaan en steeds minder naar een DOP[2]. Dat lijkt in te gaan tegen het voornemen in het regeerakkoord van de Vlaamse Regering om naar één organisatie te gaan die vraagverheldering en de volgende stappen doet. Maar mij lijkt dit een heel logische evolutie. Daarvoor zijn enkele mogelijke redenen:
Het wordt door de mensen van de DOP zelf ook expliciet gezegd dat het de bedoeling is niet toe te leiden naar een PVB, naar de vijfde cirkel van het ondersteuningsmodel, de gespecialiseerde ondersteuning door VAPH diensten… tja… Dat staat trouwens in hun opdracht. In het begin ging (bijna) iedereen naar een DOP omdat de slaagkansen om een OP goedgekeurd te krijgen voor een PVB groter waren daar dan elders. Maar de DMW’s en gebruikersorganisaties leerden vlug waar ze moesten op letten om meer kans te hebben dat het OP werd goedgekeurd. Ze konden het dus sneller doen met eenzelfde resultaat.
Dat laatste is zeker het geval bij de aanvragers voor wie het heel duidelijk is dat ze een PVB nodig hebben. Ik denk hierbij bijvoorbeeld aan zwaar meervoudig gehandicapte jongeren – verstandelijk en motorisch gecombineerd bijvoorbeeld. Aanvankelijk gingen zo’n mensen soms wel ook via de DOP omdat het bijna ‘verplicht’ werd omwille van de grotere kans op snelle goedkeuring van het OP. Maar dat laatste is gedaan.
Ook wachtlijsten bij de DOP
De DOP ging trouwens ook te grote wachtlijsten vertonen, en daardoor kwamen die andere kanalen ook meer op de voorgrond. De DOP houdt aanvragen ook een beetje af. Hoewel de wetgeving voorziet dat je een PVB kan beginnen aanvragen vanaf 17 jaar zegt het DOP meestal dat ze dit nog niet willen doen omdat het te vroeg is en je een PVB toch maar kan krijgen vanaf 21 jaar. Maar het is wel met de datum van je eerste aanvraag dat je op de wachtlijst terecht komt. Dus ja, als een DMW of een gebruikersorganisatie wèl al een OP wil opstellen op een vroegere leeftijd… ik zou ook wel weten wat te kiezen.
Er wordt ook heel sterk gepleit om de jongere zelf te horen over wat hij wil… Tja uiteraard is dat belangrijk. Maar we moeten toch beseffen dat er heel wat jongeren/jongvolwassenen zijn die absoluut niet zelf kunnen gehoord worden, toch niet rechtstreeks. Hun verlangens, hun noden zijn jarenlang ervaren door al wie hen begeleid heeft: ouders, opvoeders, leerkrachten… en zij verwoorden de noden en de wensen. Ook dat moet meegenomen worden. En de DOP heeft daar (zeker in het begin) ook in overdreven. Ze wilden persé de jongere mee aan tafel bij de besprekingen (letterlijk aan tafel). Maar dat is voor sommigen ècht niet te doen. En niet alleen omdat ze hun mening niet zelf kunnen uiten wegens de zwaarte van hun handicap. Maar soms ook omdat ze met de spanningen die zo’n DOP-parcours teweegbrengt niet om kunnen op het moment zelf.
Meer soepelheid
Ik herinner me één van de eerste DOP-parcours die ik meemaakte met één van m’n leerlingen. Wanneer hij wist dat er een DOP-bespreking aankwam werd hij nerveus en zelfs agressief van de spanning. Gelukkig was de begeleidster dan zo wijs van toe te laten dat de zus op een rustig moment een gesprek had met de jongere over het onderwerp van de volgende bespreking. En zo kwam zijn mening toch mee in het gesprek. Maar jammer genoeg durfden (durven?) niet alle begeleidsters zo’n soepelheid aan de dag leggen.
Misschien is het goed dat de DOP’s zich effectief concentreren op parcours van mensen bij wie het onduidelijk is welke de ondersteuningsnood is. Wanneer een kind 18 à 21 jaar geleden geboren is met een zware, soms meervoudige handicap en zij of hij al die jaren 24/24 en 7/7 ondersteuning nodig had, dan is het duidelijk dat zij/hij dat als volwassene ook nodig zal hebben. Laat het dan toe dat zo’n vraag, zo’n overgang naar een PVB voor volwassenen eenvoudiger en sneller kan verlopen via een andere weg dan een DOP.
