   Het is (was) ons inziens niet de bedoeling van de Vlaamse Regering om enkel de Diensten Ondersteuningsplan het mandaat te geven in het ‘voortraject’ naar een ‘Persoonsvolgend budget’. Belangrijke spelers, gebruikersorganisaties, Diensten Maatschappelijk Werk, … zijn vanaf de start in het project ‘Vermaatschappelijking van de Zorg’ (Perspectiefplan 2020) sterk betrokken geweest en maar goed ook. Het zou voor de Diensten Ondersteuningsplan een onhapbaar volume van vragen geweest zijn. Wij geloven en erkennen tevens zeer sterk in de krachten en expertise van andere diensten in het voortraject.

   Het is niet correct om te stellen dat de Diensten Ondersteuningsplan een opdracht hebben om personen met een handicap weg te houden van ondersteuning vanuit de vijfde concentrische cirkel m.n. handicapspecifieke hulp. Dit kan ook niet lezen worden in onze beheersovereenkomst noch in het Besluit van de Vlaamse Regering. Het is onze opdracht om personen met een handicap en hun netwerk bij te staan in hun zoektocht naar wat passende ondersteuning is, voor zowel onze cliënt als zijn netwerk. Indien er uit een traject met een Dienst Ondersteuningsplan blijkt dat dit ook handicapspecifieke ondersteuning betekent dan hebben wij geen mandaat om hierin bij te sturen. Wij hebben enkel een mandaat om personen met een handicap te empoweren, hun toekomst te verzekeren met een warm netwerk en dit op een zo inclusief mogelijke wijze.

   Een zeer groot deel van onze cliënten bevinden zich in de leeftijdscategorie 16 tot 25 jaar, voor hun en hun context een zeer belangrijk moment in hun leven. Op deze leeftijd komen er veel levensverwachtingen en vragen naar boven. De Diensten Ondersteuningsplan willen zeer goed luisteren naar deze jongeren en hun netwerk en vinden een gedragen visie en aanpak ‘de’ sleutel tot een duurzaam ondersteuningsplan.
   Het klopt dat we dit liefst doen met de cliënt mee aan tafel maar het is zeker niet de bedoeling om cliënten hierin in enig discomfort te brengen. Ervaring leert ons dat dit personen zijn die dicht in de context aanwezig zijn van onze cliënt, m.n. ouders, brussen, …

   Wij zijn niet de mening toegedaan dat personen, (geboren) met een (zware) (meervoudige) handicap en hun context niet het recht hebben om na te denken wat voor hun ‘een goed leven’ kan betekenen. Wij willen in ieder geval vermijden dat een goed leven betekent dat niet (meermaals) de keuzes en opties onder de loep genomen worden en of de invulling van deze keuzes naar wens verlopen. Het is mijn mening dat net zij die zo kwetsbaar en ongehoord zijn, zich goed omringd en gehoord voelen, door liefst zo veel mogelijk belangrijke mensen. Samen verder!
