Onterechte boetes en fraude
Wanneer personen met een handicap vandaag de dag beschikken over een parkeerkaart, is deze kaart niet digitaal en ook niet gekoppeld aan een nummerplaat. Dit brengt helaas het volgende probleem met zich mee. Het controleren of een wagen al dan niet gereglementeerd geparkeerd staat, gebeurt in steeds meer steden in België digitaal. De parkeerkaarten voor personen met een handicap die in de wagen ligt worden niet gedetecteerd door de scan car. Dit zorgt bijgevolg voor onterechte boetes.
Naast de onterechte boetes, is er ook sprake van fraude. Om dit tegen te gaan, werd de Handy2Park applicatie ontwikkeld. Helaas bleek dit niet afdoende te zijn aangezien er kopieën van parkeerkaarten circuleerden.
Eén systeem voor heel België
Om deze problemen weg te werken, wordt er naar een eenvormige oplossing voor heel België gezocht en dit in de vorm van een digitale applicatie.
Dit nieuwe systeem zou bestaan uit twee elementen, één centraal register met parkeerrechten en één digitale applicatie.
Wat zal dit betekenen voor de gebruiker van de parkeerkaart?
De houder van een parkeerkaart zal zich eenmalig moeten registreren op het nieuwe platform. En dus niet meer op verschillende platformen in functie van de gemeente waar hij zich wenst te parkeren. Daarnaast zal hij zijn kaart moeten koppelen aan één nummerplaat. Dit platform zal toegankelijk zijn voor alle steden en gemeenten die zich hebben aangesloten bij het systeem.
Let wel: Je zal jouw parkeerkaart niet tegelijkertijd aan meerdere nummerplaten kunnen koppelen. Rijd je af en toe met iemand anders mee? Dan zal je telkens opnieuw de nummerplaat moeten wijzigen in het systeem. Er kan slechts één nummerplaat met de keer gekoppeld zijn.
Tijdlijn
De applicatie is momenteel nog in volle ontwikkeling en zal nog moeten getest worden bij gebruikers vooraleer het effectief in dienst wordt genomen.
- Eind 2023, begin 2024 wordt dit nieuwe systeem aangekondigd bij alle Belgische steden en gemeenten. Ze worden uitgenodigd om zich aan te sluiten.
- Midden 2024 zouden de informatica-ontwikkelingen op zijn einde moeten lopen.
- In de zomer van 2024 wordt de applicatie uitgetest door potentiële gebruikers.
- In het najaar van 2024 wordt de indienststelling uitgetest in twee steden.
