Het is niet altijd mogelijk om te gaan werken als je een handicap hebt. Of je werkt wel, maar verdient weinig omdat je niet voltijds kunt werken. Om toch je woon- en leefkosten te kunnen betalen, kun je dan recht hebben op een inkomensvervangende tegemoetkoming (IVT) en/of integratietegemoetkoming (IT). Deze worden toegekend door de Directie-generaal Personen met een handicap (DG Handicap).
Vanaf welke leeftijd kun je een aanvraag doen voor een inkomensvervangende en/of integratietegemoetkoming?
- Je kan een integratietegemoetkoming of een inkomensvervangende tegegmoetkoming aanvragen vanaf de leeftijd van 17 jaar. De leeftijd waarop je deze tegemoetkoming daadwerkelijk in ontvangst kan nemen, is 18 jaar. Wil je meer weten, klik dan hier.
Hoe doe je een aanvraag en wat gebeurt daarmee?
- De aanvraag gebeurt tegenwoordig geheel digitaal via My Handicap en bestaat uit het invullen van een vragenlijst. Er zijn dus geen papieren formulieren meer beschikbaar. De vragenlijst wordt verwerkt door de DG Handicap. Je hebt je identiteitskaart nodig, een identiteitskaartlezer en je pincode van de kaart. Je kunt hierbij hulp krijgen van de sociale dienst van je ziekenfonds, gemeente of OCMW, sociaal huis of sociaal werker van de DG Handicap. Als datum van aanvraag geldt de datum waarop je de aanvraag hebt door gestuurd via My Handicap. Vul de vragenlijst zo uitgebreid mogelijk in. Het is heel belangrijk om de dagelijkse moeilijkheden die het gevolg zijn van de handicap in detail te beschrijven. Geef voorbeelden van wat de persoon met een handicap wel of niet kan. Vul ook de naam van je huisarts in en breng deze hiervan op de hoogte. Want er zal ook informatie worden opgevraagd bij hem/haar.
- Nadat je een aanvraag hebt ingediend, volgen er een administratief en medisch onderzoek.

- De medische keuring
Je medische gegevens worden opgevraagd bij je huisarts. Deze worden doorgestuurd naar een arts van de DG Handicap en je wordt uitgenodigd om langs te komen bij deze arts. Je mag een vertrouwenspersoon meenemen. In tegenstelling tot wat mensen verwachten, is deze medische keuring meer een gesprek dan een lichamelijk onderzoek. Deze arts stelt geen diagnose, maar baseert zich op de documenten die hij/zij heeft gekregen van je huisarts en op de vragenlijst die je zelf hebt ingevuld. Het gaat er vooral om dat de invloed van de handicap op dagdagelijkse activiteiten en op de mogelijkheden om te werken wordt bekeken.
Het is ook mogelijk dat de arts een beslissing op stukken doet, wanneer je bijvoorbeeld niet in staat bent om bij de arts langs te gaan vanwege je handicap. Huisbezoeken worden niet meer gedaan.

- Het administratief onderzoek
Daarnaast volgt er een administratief onderzoek, waarin de dossierbeheerder de gezinssituatie en de inkomsten van het gezin bekijkt. Er wordt een categorie A, B of C toe gekend. Voor elke categorie is een maximumbedrag bepaald. Wat betreft het inkomen wordt gekeken naar het totale belastbare inkomen van je huishouden.

- Nadat het medische en administratieve onderzoek is afgerond, krijg je twee brieven van de DG Handicap; één over de medische en één over de administratieve beslissing.
- In de brief over de medische erkenning staat voor welke periode de erkenning geldt. De arts kan beslissen de handicap voor een specifieke periode te erkennen, omdat de medische situatie nog kan verbeteren of verslechteren (dit geldt vaker voor kinderen). Is de medische toestand stabiel, zal de erkenning voor onbepaalde duur zijn.
- In de brief met de administratieve beslissing staat het bedrag dat de dossierbeheerder je heeft toe gekend.
Let op: het is mogelijk om wel de medische erkenning te krijgen, maar geen tegemoetkoming, omdat je inkomen te hoog is bijvoorbeeld .
